The Collapse of the 28-Clause Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of opposing developments captured the grim essence of the current period. By day, diplomatic battles are waged: positive announcements are released from multiple capitals. Immense energy is devoted on containing particular approaches. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor rocket firings from Russian territory, a ability provided through up-to-date information. From observation points, military aircraft that had been deployed to engage hostile guided weapons roared overhead – advanced fighter aircraft provided to Ukraine by European allies.

Shortly after, Kyiv's missile defense thundered: defensive missiles targeted at a hostile projectile. This was a advanced protection mechanism at work, most likely delivered by Western nations. Every deployment jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to grim resignation: possibly the incoming missile won't strike its target this time, preventing destruction from devastation and another blackout.

Ongoing Risks

Soon after, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a rapid response unit – probably Western-made equipment. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its target.

Intermittently, this persisted until dawn. Kyiv awoke to the early updates: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – living the war. But those full day encapsulated Ukraine's essential dependence on external assistance – a dependence that regional partners are clearly incapable to replace in the near term.

Ineffective Peace Efforts

The comprehensive proposal from US administration sparked intense emotion, debate and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new initiative from US leadership follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually win the battle. This trend will, no doubt, endure.

Political Considerations

It is easy to blame particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. Washington functions according to a principle well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House presumes that it is impossible to compel Moscow to surrender the territory that it already controls in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, US leadership does nothing to deter Moscow, through diplomacy or military means, from thinking that the situation will not shift further in its advantage in the coming year.

Divergent Views

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their reason to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding civilians and areas but averting a complete military breakdown until circumstances change in its favour.

Current Realities

Realistically, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unworkable, so that their priority does not move to domestic problems. And although their mission will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.

These two forces are influencing discussions.

Conclusion and Outlook

It took a mere seven days to eliminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, primarily depend on sustained allied backing.
